Permits to work explained: Turning high-risk work into safe, controlled operations

Permits to Work are often misunderstood as just another layer of paperwork – but when used properly, they are one of the most effective tools for managing high-risk work. In this episode of The Health and Safety Hub, EMA’s Kevin Chambers sits down with Reuben Turnpenny, Regional Safety Manager – Auckland at Fulton Hogan.

Together, they unpack how Permits to Work function in real-world settings, including excavations, confined spaces, hot works, working at height and asbestos removal. Reuben explains how permits act as a critical communication and coordination tool, especially when multiple contractors and overlapping activities are involved. Reuben is a graduate of the EMA’s NZ Diploma in Workplace Health and Safety Management (Level 6), the country’s only face-to-face NZQA Level 6 programme for health and safety professionals.
